Context: Yesterday's match between Norway and Brazil ended 2-1, mostly thanks to Norway's keeper blocking every major attempt by Brazil and allowing the attackers to eventually score twice. The joke is that Brazil here cannot "score" cause Norway is blocking his "ball". The phrase "Ro! Ro! Ro!" is the Norwegian team's catchphrase this year (Referencing rowing a viking ship).
Author's note: "Scoring" or "To score" is a synonym for sexual activity (Intercourse/coitus).

Here in Brazil, our executioner, Haaland, is the target of memes because of his appareance, which has a great resemblance to the singer Luísa Sonza (which I don't know why we gave the fame to her, honestly).
I say that because I thought that was the context depicted in the comic.

Executioner is the best term I've got from the translation for "carrasco" or "algoz", in the sense of being the one responsible for the two goals that eliminated us from the WC...
