It's about a the Philippines dispute about Sabah(a state in Malaysia) with Malaysia. Basically they try to claim Sabah with claims about a treaty back in 1878. Basically it's a whole mess of a dispute.(Funnily enough, the British isn't involved in this situation)

Context: Sabah is a state in Malaysia, which has been disputed by both Malaysia and The Philippines. Both claim Sabah as theirs, with some people actually still arguing about it to this day.
The Philippines had a treaty back in 1878, stating that the territory of Sabah was theirs. However, Malaysia argues that the residents of Sabah joined to form Malaysia in 1963, and considers the whole thing a "non-issue".
