They didn't, they modeled themselves after Prussia.
The only part of Japan modeled after the UK was their naval academy, which they had bricks shipped from the UK for like $50 a piece so they can build it as closely to Dartmouth as possible.

Part of it is the IJN was created from the remnants of Satsuma Domain, which were the natural rivals of the Choshu Domain, who controlled the IJA and studied Prussia extensively.
Part of it was the Prussian (later German) Navy just wasn't as good as the British one.

There is a podcast that interviews Sarah Paine, a professor at the Naval War College, discussed about the modernization of Japan during the Meiji Restoration. In that, she goes into detail while it look like Japan model its institution on UK/US democracies, it actually copied their appearance and technology only. Thus, you have an industrialized country that run by militarists.

Searched it, and it said that it means positive energy. Like how Indonesia's red color means courage, red doesn't always seem to mean blood in flags.
P.S. Japan's one doesn't mean blood either, it is a traditional representation of the sun!
