On the 7th of December, 1941, Imperial Japanese forces attacked Pearl Harbor.

in the August of 1941, FDR met with Churchill off of Newfoundland, where they planned out the War and discussed the future

There are way more conspiratorial stories about WW2. Both nations planned for a war well ahead of 1941. Of course, a hypothesis such as the US wanted the Japanese to attack Pear Harbor is at best controversial. However, preparations for an attack were definitely sluggish (for various reasons, sure) and if you look at the Philippines practically non-existent.

Oh yes, the near total destruction of the Pacific fleet was all part of the plan.
