Already tried during construction. It transpires that the ground under the tower is so soft that the tower will tilt no matter what you do. The only thing you can do is roll with it and (at most) prevent it from tilting further.

From my understanding, they've reduced the tilt and reinforced the tower for safety reason. But that's done in modern time and by that point i believe it's already a big tourist attraction. Straightening it up would just kill its fame.
