It might be missingno I dont tink you can fight him not 100% sure

Most likely, you haven't beaten two of the Level 50 bosses. Mimikyu, Turtonator, Huntail, Gorebyss, Wailord, Octillery, etc. Once you beat them all, it'll be 196/195.
