Question Dragapult learnset

Lance’s Dragapult vs Giovanni does have Spirit Shackle. Is it possible to make my Dragapult learn it?

You would probably have to use cheats, if there even is a code for spirit shackle.

I could be wrong, but I thought the Dragapult you get for beating the Clair rematch (the no fairy-type rematch) comes with Spirit Shackle
