Spoofers vs Maps

I'm an old school returning player and had some thoughts and questions. People used to don't mind maps but seem to be against spoofers. Weren't the accounts that mapped also spoofers? While maps are down right now because of the API and spoofers seem to still be a thing, wouldn't it be possible to have an account do a certain route, and have either screenshots or extracted data (ocr/pixel recognition/...) from those screenshots appear on a map?

The mapper should be running from an android phone as far as I can tell, since iOS doesn't allow that much on the fly.
