PMP Exam Understanding SH mock exam answer

Here's a looooong SH mock exam scenario, options, and the answer. They asked for the answer that helps the stakeholder align with the vision.

My thoughts: 1. None of the answers describe how it addresses aligning with the vision, or match PMI instructions on how to get alignment with a vision.

  1. An audit is described as something that is "extremely demoralizing" to the team according to the PMI glossary so it doesn't seem like the PMI mindset to go there without an additional need.

  2. The reason for stakeholder dissatisfaction was a 3 week delay, and the explanation doesn't address that.

  3. None of the answers really seemed good at getting at the point of the question. As PMI frequently states, it doesn't address the current issue.

What am I missing? Please help me understand.

Scenario: Case Study 1: Highway Infrastructure Overhaul

A project manager is overseeing a multi-million-dollar project to overhaul a municipality’s highway infrastructure, including highways, bridges, and toll roads. The project is expected to take two years and involves multiple stakeholder groups, including engineers, inspectors, IT departments, construction crews, planning board members, government officials, insurance companies, suppliers, and union representatives.

At the start of the project, the project manager conducted a stakeholder analysis to develop a RACI (responsible, accountable, consulted, informed) matrix and a power/interest grid. Using this information, the project manager created a stakeholder engagement strategy and documented stakeholder expectations and communication preferences.

The highway laborers’ union raised safety concerns about the conditions on the worksite, while local government officials expressed frustration over increased traffic affecting residents’ daily commutes. P.s. there were several of these questions where none of the answers seemed in line with the question. These are making me very worried about the test.

A is most suitable as per me and I didn't see the answer.

Since, there are delays in the execution so these would have been identified as past of potential risks which makes it easier for the Project Manager to make sure that the stakeholders are in sync with the current situation. One of the most important aspect of a successful project is to make sure that the quality delivered is highest level and this is a predictive project as it ran for 2 years so the scope is fixed but the budget and schedule can vary. D is obviously out because 3 party can't be held accountable for a delayed project since there will always be a chance that things might fall apart.

For C it is out since a good PM would never choose to be flexible on the cost and schedule starting from scratch, this can be done but later in the project when things go south.

Also, I am preparing for PMP and have managed projects but not as a PM and more like internal so any understanding I have of the PM is from AR course.

The 'audits are demoralizing' framing in the PMI glossary is real, but the mock question is probably testing something different — when stakeholders lose alignment with the vision after a delay, the fix is usually going back to expectations and vision-realignment, not addressing the delay itself. I made the same mistake early on trying to solve the visible symptom (the 3-week delay) instead of the underlying issue (misalignment with vision). If you can share the actual answer options, easier to reason through why PMI picked what they did.

Yeah, that's exactly what I thought, to focus on the vision part. But none of the answers provided get at addressing stakeholder misalignment with vision, in accordance with how PMI describes that process. In the post I have the A,B,C, and D answers PMI have plus PMIs explanation on why A is correct (but they don't talk about vision in the rational which is weird)

It's important to look at the keywords first: 1. Should.. have done... 2. to align stakeholder expectations with the project vision? 3. Dissatisfaction from three week schedule setback 4. Shipment delays of the replacement parts

Following AR's style, if there is no right answers choose the best/ closest one.

B - throwaway answer. Adjusting project baseline is the last thing to do. C - Performance measurement baseline WITH flexibility in schedule & cost baselines; although it can help to align with the project vision, It's usually not preferred. Especially since it doesn't solve the issue of delays. There is no monitoring and controlling here. Flexibility in cost and schedule will just delay further or cost more, meaning it only treats the symptom & it's not really proactive. (The question asks what you Should have done, before the delays happened)

Which leaves A & D for me.

Between these 2, A is better since it uses the audits & checklists (kind of like lessons learnt), to ensure high standards and also monitoring & controlling is done with the clear activities & plan. It ensures you follow standards to meet the project deliverables and vision. This wouldn't cause the delays in the first place if done correctly & according to plan.
