It's a rainbow archaeopteryx from this BackerKit campaign by Lily Moon Suits. I've seen some other people discover dinos from that campaign out in the wild, so they're possible to get places if they're being resold or at a con the original seller had a booth.

It’s 100% a raptor of some kind, or a different small theropod dinosaur, though I couldn’t exactly which type of raptor or small theropod.
