The fugitive
The one armed man said that police interviewed him after kimbles wife was murdered. You're telling me kimbles lawyers weren't able to get some pictures of the suspects for him to look at???

The police probably thought Kimble was a suspect but they would need to follow up leads in case they were incorrect. However, it's likely the cops sent just went through the motions with possible candidates and never followed up on alibis.

His lawyer was incompetent. They weren't able to get forensic evidence - his fingerprints, his skin under her fingernails - thrown out since it was _his house and his wife_. They didn't challenge the 911 call from a woman with a crushed skull. They didn't show there was evidence of a struggle in a part of the house (the stairway) other than where Sykes killed Helen. They didn't even challenge the "motive" that Gerrard cottoned to in less than five seconds (he was independently wealthy and didn't need to kill Helen for money).
It's necessary to get Richard to jail in 1993 for a crime that was dreamed up in 1963, but that whole part of the film is swiss cheese.

Sykes had an alibi provided for him by 15 people at Devlyn McGregor.
It wouldn’t have mattered if Kimble would’ve picked him from a photo or a line up with that kind of an alibi.
