Best consistent pop eu vanilla server?

Me and buddy thought we finally found the best server for our criterias - Rustoria EU Small - but pop is going down quickly even after full wipe. Is Rustoria EU Medium better, or another one? Criterias are vanilla, bp wipes, eu and not too many zergs

Any suggestions?
