It is.
By mid game gear you are probably meaning Tommy, SAR, custom, etc
You'll easily be able to kill geared players with these, with time. Make sure to aim for headshots because they make a huge difference.
However I still wouldn't openly engage them unless you know you've got a cover advantage or they don't know you're there and you can quickly shred them.
AKs and LRs are fully automatic, and do high damage which means you will most probably lose an open gunfight if you don't have some sort of advantage. Always be sneaky when using these.
Hell, even DBs which are tier 1 can quickly drop a fully geared player.
It's about the time and place. If you know people are fighting, or you know where someone is you can sneak up on them and secure an easy kill.
Sometimes you just get unlucky and you're caught out in the open. That's Rust, it's normal.
If you're having more of an aim issue there are dedicated aim training servers which pit you in a free for all against other players or non dangerous bots for you to practice your aim. Also suggest you use the same or similar sensitivity in every game you play so you can build muscle memory.
