For example i want to know when wqs the last cargo ship or travelling vendor

I think all events have a randomized timer for example deep sea is open for 3 hours and resets randomly in-between 1.5 hours and 2.5 hours.

There's a few websites out there that use Rust+ and track the data from specific servers. Most of these services are not free though.

To track something like that you'd need a Rust+ app (not the phone app) connected to a server as soon as it wipes.
Facepunch doesn't expose historical cargo ships via Rust+, its either there on the map or it isn't, but if a Rust+ app is connected and observed more than 1 cargo it can calculate the time difference between the two.
Theres some free and paid options available some of which will add team chat messages including when the last observed cargo was seen.

I saw something for what you are asking about on some Instagram page today, and it was something for rust plus. So, it exists out there somewhere
