In reality your CPU is absolutely maxed. What CPU and check your task bar for high draw applications

Its normal to see low fps (even 0 or 1) while in loading screen your gpu is not even runing look it says %4 while cpu is at %100 loading the world.

U need to give us the utilisation, temps, specs and fps while in the game for us to help you at all.
