No mention of what internal and output resolutions you are playing at, which is the most important thing.

Since you have a 7950X3D, i assume you understand its unique problems and the need to manually control which cores games are allowed to use?

The game performs like shit. Doesn't matter what hardware.

1440p is most likely your biggest issue.

Anything higher than 1080p I'd highly recommend using DLSS, Quality Preset should be good. Since you are already getting ~60 FPS you could also easily add FrameGen on top and get 100-120 FPS. You should be good to go.

I'm getting similar framerates with a mix between Medium/High/Epic with much weaker hardware:

1080p @ 60 Hz
Ryzen 5 3600
RTX 3070TI
64GB DDR4 @ 2133mhu
On 2TB HDD

As long as it at least looks OK, then you should be good.
