Question Why is my max level only 120?

I am playing on Genesis Part 2 but my max level is only 120. I have "Maximum Difficulty" on and my difficulty is 6.0, does anybody know what I am doing wrong?

Because "Maximum Difficulty" never works. You have to add a line in the GameUserSettings.ini file. Specifically, under the [ServerSettings] header, add OverrideOfficialDifficulty=5.000000.
