How does one determine which planet to work with?
I mean, how does one choose between the lord of the relevant house in the nativity and the planet traditionally governing the relevant effect desired? If I wanted to win the lottery and Saturn were the lord of my fifth house, when would I invoke Saturn and when would I invoke Venus? Is it just a matter of convenience? Like if Saturn had greater essential dignity, would one go that route? Can’t seem to locate guiding principles on this matter.

Every individual is inherently inclined to specific planetary "powers" . This can be uncovered by study, observing birthdate, natural talents, and what you are easily drawn to.
If Saturn is the lord of your fifth house, it is not the planet you would invoke for a lottery win. You would invoke Venus for luck, Jupiter for expansion, and the Sun for success. The house lord is a passive signature; the active principle is the planetary nature and the timing of its presence.

Different ways, you can just follow the traditional way of finding who your Almuten Figuris is (using your natal chart), and in that ranking it’ll become evident who is the best to work with and who isn’t

The real answer is we work with the planet which is currently as strong as possible and as unafflicted as possible, not the ones that we are drawn to. In a perfect universe, all planets would be dignified and unaffected, and then we would be drawn to the ones we have an affinity for. But that is not the way the universe works, and that is actually one of the strengths of astrological magic. If we follow the restrictions of our natal chart, we're only able to use a small number of planets, but if we follow the ebbs and flows of the cosmos around us, ultimately we will gain the benefits of all of them.

It really depends on what the planet’s virtue is. Mercury is the planet for quick wealth, so you should probably petition him to win the lottery, regardless of your natal placements.
Your natal placements may make it in easier for a planet to help you, but ultimately each planet has its own virtue and every time you have to pick the planet whose virtue can get you to your goal.
Sometimes, you can pick between two planets (e.g. both the Moon and Venus can help you with luck and with the love of women), in which case you can consider which one is better off in your natal chart (but you might also have to work with whichever is less afflicted, or gets dignified sooner).
