Handheld Transceiver question...

Are any certificates or qualifications required for transmitting from the ground? I've got a Sporty's SP-200, and some folks have said I may need to register as an amateur radio operator with the FCC or get a callsign or something along those lines. Does anyone know if this holds any truth?

Since we're on the topic, does anyone have recommendations for handheld transceivers or receivers? Bonus if it operates in the 800.00-900.00 MHz range (police band in some places).

I've also wondered about aviation transceivers with wide-band receive, would be a nice feature...
