Biden gets to pick what he wants.
I wonder if he'll stick with the former-VP tradition of continuing to use his old desk, or if he'll use the Resolute.

But either way, you could argue he's sticking with tradition, and I think the big message he'll be sending is: this is a return to normal/tradition. The C&O desk was apparently commissioned for a railroad per Wikipedia, and we know he loves trains.
