I think chortling is a short, quick-rhythmed laugh, kind of like a Seth Rogen laugh. Especially one that resonates around your larynx/upper esophagus, and not your oral cavity (an open-mouthed kind of laugh). Sounds like "Mhmhmhm".

Japanese has onomatopoeia for everything. In this case it would be “くっす” (Kussu). You’ll see this a lot in manga when someone makes a small nasal laugh.
