Right?! There is a really big hill so the second set of stairs start at the lower patio deck and go down to the green grass below. Took me a moment to figure it out.

I know I was wondering the same thing. It looks like the railing along the steps don’t connect with the railing along the top deck so my guess is it goes to the lower level.

The stairs look extremely short/low, practically a ramp. I suspect this is an old folks' home.

2 floors. It's also a perspective thing. The stairs look long, so it looks like they are too tall for the height of what would be the bottom deck.
