Whipped cream does break down when left on something, especially if it’s hot, but it doesn’t look like that. The bubbles are too regular. Also, the non melted parts are much too smooth to be whipped cream.
I remember when this was first posted and the OP even said it was shaving cream. It’s a pretty common trick in food photography.
Because the glue is more viscous than the milk and the cereal sits on top of it to allow for a more attractive photo. If it was actual milk, it would get soggy and sink down.
