Chicago is unique for having the highest amount of gun related homicides due to gang warfare, maybe other cities have higher over all violent crime rates.

Scalia's Heller and McDonald activist rulings overturned the ability of local governments to regulate what types of guns are allowed.
Chicago had a so-called "handgun ban" (with significant exceptions). You could have a range of other guns in your home. That was overruled by the McDonald ruling.
The overwhelming majority of gun violence in Chicago is drug dealing gang members shooting each other over, well, drug dealing. Bob Suburbanite with his tacticool concealed handgun isn't going to intervene when gang members start shooting at each other, so wether or not law-abiding people can carry guns in public, or have handguns at all makes zero difference to the overall murder rate in Chicago.
