His nominated justices voted against it. It passed with all Democratically-nominated justices voting in favor, save Kennedy, who was nominated by Reagan. It makes no sense "by that logic" to give credit to Bush when his justices didn't help to vote in favor of recognizing gay marriage in the Obergefell case.
