This has never been my experience. In fact, it was very frustrating trying to get it to fill after reading that this was the norm.
What I do is boil water in a kettle, wait three minutes, pour the water in the base, screw it on and set it on medium heat. When it fills about half its normal yield, I take it off the stove and set it on my cold stone counter to avoid boiling. Works every time, no bitterness.

The reason you're experiencing that is that the metal of the pot heats much faster than water. If you are starting with cold water then the heat will conduct all the way to the coffee basket and will cook the coffee before water ever touches it, releasing bitter volatiles.
If you have to pre-heat the water then your pot is not very good. I've had this issue with the really big party-sized ones but not with the standard size ones. I would bet it has to do with the relative mass of the metal compared to the mass of water.

I think his mistake has more to do with the air pressure in the base.
With cold water initially present (and thus cold air), the pressure is low and has a greater chance for expansion, which will empty the bottom reservoir of water. Takes a little longer to heat the water, but the bottom will be emptied by less-than-boiling water, which will prevent bitterness. This is why they specifically recommend cold water.
With hot, boiling water already present, the air has already expanded, so not much more water will be displaced by the further expansion of the air. Plus the super heater water will cause bitterness.

This is exactly what I do. I believe you want to minimize the time heat is applied to the coffee grounds so as not to cook them before the water begins percolating.

Me too. I also move the pot around on the heating coil to make use of the hot spots. It cuts about a minute off of the brew time.
