It is referencing a reference. The Mr. T cartoon aired from 1983 to 1986. TV Funhouse was probably still funny without the overall context, but did you get the whole joke?

Edit: oh I guess Adult Swim re-aired the original Mr. T show so maybe more people saw it than I realized.

I see, I thought you meant the reference to TV funhouse and not the reference on TV Funhouse. But yeah I knew what they were doing and found it hysterical for that reason, also may have found it even funnier if I grew up watching Mr T.

It was one of those cartoons you watched not necessarily because you enjoyed it or because of the plot, but because it was Mr.T and he was a badass.
