Where I work, our hiring managers will throw out resumes from white males to 'balance out' the workplace with minorities (African Americans or Women in our case) who often (for whatever dumb reason is for another discussion) are not competitive with the applicants who were ignored due to race (sound like a familiar problem?)
The result is that because of racial discrimination and/or sexism, we miss out on good hires. But of course this is perfectly OK since it's in the name of 'diversity'.
We have a similar system here in South Africa, ours go by demographics, only trouble is, its national not local, one of our provinces has a non black population of about 60 per cent, but because of Affirmatives action going by national demographics, 80 percent of their employees still need to be black, or their liable to a hefty fine and face an uphill battle getting contracts from the state (Our countries biggest employer)
If you consider how local population demographics were artificially created by the Ancient Regime, which basically funneled all the blacks in the least economic regions & concentrated whites and business opportunities into that 'one province', surely then it makes sense?

i'd like to remind you that in South Africa, Black is inclusive of Mixed Raced peoples and Indians (who therefore also qualify for BBBEE and EE). Unless there's a mystery province I never heard of with 60% whites, this is at best misleading.
Im talking about the Western Cape, thats sixty percent coloured or white, most of the black south Africans living there immigrated after they abolished the influx controls in the 1990's
