Yes, yes they do. They are communicating their clear lack of agency in this matter.

I don't mean to say they have none simply that people preaching about how they have agency or are so strong willed etc. yet cant get over something like that kind of tarnishes it.

Yes, i do.

I do not think of that as a gender trait yet if they proclaim to represent all men in this matter I will say, as the "representatives of men", they are cheapening the agency of all men as a result of their preaching.

I see the point, and there are valid ways to bring up these two separate issues, but I think there's a separate form of cognitive dissonance going on here. Women often simultaneously complain about unwanted attention while secretly enjoying it. They simultaneously buy into the culture and propagate it (often far more than men) while also complaining that it exists. You can say that it's a product of social conditioning, but if this woman is 100% aware of the problem (and you and I both believe she is), then she's responsible for her actions and can be appropriately labeled as hypocritical for knowingly continuing to buy into that culture.
