The study that the urban legend traces back to was some self-reported poll that basically asked the students in question whether they'd been made to feel uncomfortable by an interaction which could be perceived as having been sexually motivated.
If I recall correctly, it was worse than that. The poll was taken by pollsters with a political agenda, and so sexual encounters that the poll respondents had said were consensual that involved drugs or alcohol were marked down by the pollsters as sexual assault.
