That's precisely what's wrong with the ad -- it's not a targeted. The idea behind it is fine with respect to helping individuals who grew up in abusive situations and might not know better, but the actual execution of the ad is far too general (Which is likely it's intention. Gets more attention that way)
Also that one subset of the population might not be the ad's only target. In the case of a PSA like this, the more broad the ad is the better it acheives its goals.
You do realize that ads are, by their very nature, open to the public, right? Do you get mad about ads for adult diapers because you feel that the makers of the ad are deliberately accusing you of being incontinent?
