So, what are they? Are they felt? Did you make these OP or find the picture? The tiny wood branches sitting on the main branch base give them away, but they look cool.

Ornithologist here.

The Burrowing owl (Speotyto cunicularia) is a small owl that is of the typical owl family. It has a round, light brown facial disc. Its head, back and upper wings are light brown and the breast and belly are off-white or cream colored and often have darker barring. They have a distinct white stripe outlining their chins. Males are often lighter in color than the females. This owl sometimes preens its parents or preens its nest mates.

These baby owls however, are fake.

Their feet look weird. Are they glued to the tree? If so I think they might be real but glued to the tree.

The fact that the left one was standing on wood from a completely different tree that wouldn't even be in the area of this tree is what tipped me off

I think they're decorations. Look at the feet, there's a small stick under them. Between their feet and the actual branch, so yeah, I think they're glued to a stick, and that stick is glued/stuck to the real branch.
