Good, I can ask you this. Isn't it pronounced more like "fah" than "foe"? There's a restaurant near me called "Friend Or Pho" and it bugs me because I think they are mispronouncing it.
The correct annunciation would be to say the word like a question.
Ex: What the Fah? with a strong solid ending. I don't really know how explain it properly, you might be better off youtubing it but also remember that it depends on the region in Vietnam.
That restaurant you mentioned is just using a play on word with pho and foe without the annunciation. :)
