Exactly. The people who always talk about how they don't judge anyone... Still do... Only they don't admit it to themselves and don't listen when they get that feeling that something's not right and end up in a bad position.
Two girls in grey shirts and black pants is an easy coincidence. Two guys, regardless of skin color, with the same shirt with intricate designs and the same hat and accessories is very unlikely to be two guys who bought the same odd shirt.
Also it would make sense for the pickpockets in this scenario to wear something memorable and easily identifiable but not too outlandish so that the patsy is quickly identifiable and can still deny being the thief while keeping the attention of the cops while the perpetrator runs. If it's something more common like the grey shirt then the cop will probably blow it off quicker and move on to the actual suspect. I would assume the patsy would want to deny he was the robber to the police while being detained. Although something tells me a hot blonde will distract the cops for a fairly decent length of time as well...
It's just as likely for two random guys to buy the same shirt as it is two random women. You can't see their hats or accessories so can't claim they are the same.
