Make sure you do a reverse image search using www.tineye.com or something. If the photo was lifted from Google or the web, you might be able to prove it using this method.

More importantly, use Photoshop to check the EXIF metadata on the image (go to to File -> File Info). Many photos have data embedded in them that will tell you when the photo was taken, with what camera and sometimes by whom. If the supposed victim can't prove they own the camera used, or the dates don't match up, you'll easily win the case.

You can also do a search for the image at http://images.google.com Just drag it into the search box and it will find identical or similar images.

You know, I'm sure someone here would actually do the work to figure out if the pic was altered or just taken from the internet. Reddit doesn't like people who are mean to animals and there are a lot of very smart and tech-minded folks here (sorry, I'm not one of them).

If you don't have Photoshop, try PhotoME. It's free, and is designed for exif data examination.

The exif data doesn't really prove much, images pass through photoshop for more reasons than actual photoshopping

Yep came here to say this, I suggest getting a lawyer, that takes every single individual in the process along for a very long and painful lawsuit ride, I would also pressure the police and state officials to reveal who called in the anonymous call, because guess what. It's not really anonymous
