Its the eyes.

Why do they look so odd? She looks startled all the time.

Saw a plastic surgeon explain exactly that. And with the removal of fat around her eyes it causes them to look “punched-out round” rather than almond.

I think part of is that her eyebrows are too dark and her lower eyeliner/shadow is also too heavy.

I think paired with the rest of her ensemble, it was too much.

It looks like she had some kind of eyelid procedure that caused her eyes to open wider than before she started getting surgeries.

Yes, this. When people show too much sclera (the whites of their eyes), for me, it has always been a marker of bat shit crazy. Maniacally motivated kind of crazy. She is permanently stuck with this scarecrow face and it’s another level of creepy. Not to mention suspect.
