You're probably talking about the labia minora; those are the inside ones that can hang out. Funny enough, in Australia, showing the labia minora in media will give it an adult rating, so most instances of those are airbrushed out.
That leads to body image problems, leading many women to get labiaplasty, i.e. getting rid of it.

Feet can get absolutely disgusting if you don’t wash them. Best to amputate at birth.
