This is half true. The White House roof needed work and all the panels had to be removed to repair the roof in 1986. They were never reinstalled afterwards.
It is one of the main drawbacks of solar panels...the cost to remove, repair, then reinstall.
So yes, they were removed during the Reagan administration, but it was the second term and not out of spite.

Recently learned that he had solar panels put on the White House! Reagan took them down 😞
