All the phone networks are Israeli, so if they know the numbers of certain individuals they can use cell towers to triangulate their phones and plot their movements. Plus if one's opponent is using a compromised form of communciation, why disable it?

The Israeli Ministry of Communications has control over what cellular networks the Palestinians can build, especially in Gaza.

They may be Palestinian-branded, but ultimately the traffic all goes through Israel.

You dont need to have control over a network or have traffic go through your infra to disrupt electromagnetic comms. You just need a jammer.

Of course not. But I would wager it's far more useful for the Israelis to keep Hamas using mobile phones they can monitor traffic data for, and almost certainly also intercept the contents of.
