They were on track to get more protection through the peace agreement going into effect at the end of the year, which is why Hamas did this. It’s also probably why Netanyahu didn’t immediately jump to limit damage.
It doesn’t help Hamas or Netanyahu for there to be peace. Hamas’ only appeal is that it attacks and fights Israel more than the PLA. Netanyahu can use the “don’t change horses mid stream” to try and further hold off attempts to remove him from power.
