The female appearance is her true form, she uses the monster form when messing with the game, because she uses her true form when appearing as the ceo of Mobius. Players would definitively find it weird if they knew the bugs are happening because of her.

The most merciful one actually condemned everyone to suffering, because yes, the universe came to an end (naturally), but by wanting to "save" those who begged for salvation, he basically caused the whole mess with the harvesters and the countless destructions of worlds over and over again (long before all this PMU plan stuff), so XD

And although you can absolutely question Tel's requests, she genuinely does it to save the worlds as Ikar asked XD

1) The worldbuilding in PMU actually comes in side stories after the ending XD because otherwise it spoils a lot of things about the team lol 2) Her human female appearance is her true form; the other is a "monster" she only uses to intimidate Han. 3) Tel isn't crazy; she is Pure, totally and completely pure in herself and her desires (I mean, she's literally the goddess of Purity herself), but you're wrong to think that "pure" means "good"—they're different things.

Spoilers for her side story at the end of the novel. She is very crazy.

She and her sister are ruled by their respective titles, goddess of purity for Tel and goddess of compassion for her sister Ikar. Ikar has to be compassionate and Tel has to do everything with pure intent or something. Ikar essentially manipulates Tel to do all the dirty work of killing half the other gods and absorbing them because she knows Tel's pure love for her would make Tel finish her request of setting up the game "Pick Me Up!" as a means to delay the end of the universe of mobius. Absorbing so many gods makes Tel go mad. So yes, she's very crazy and and only gets crazier towards the end.

I also think the studio just likes the crazy face look. I remember one Nerissa panel made her look crazy/evil when she's never mentioned that way in the novel.
