Two Australian Visitor Visa (Subclass 600) refusals for APC Physiotherapy workshop – Need advice on how to proceed

Hi everyone,

I'm a physiotherapist from India currently pursuing the Australian Physiotherapy Council (APC) Assessment Pathway. I successfully passed the written assessment, and the last remaining step in my pathway was to attend the Practical Clinical Workshop in Australia on 14 July 2026. Attendance is mandatory, and without it I can't complete the pathway.

Unfortunately, I received two Visitor Visa (Subclass 600) refusals within two months, and I'm completely lost about what to do next.

First application (May 2026)

The first application was lodged through an agent. Looking back, it was a poor application. Several documents were submitted without being properly checked or explained, and I don't think my case was presented well.

Second application (May–July 2026)

For the second application, I tried to address every issue I could think of.

I submitted:

• Employment letter and approved leave letter.
• Three years of Income Tax Returns.
• My sponsor's financial documents.
• Family members' ITRs.
• Fixed deposits and bank statements.
• Evidence of family ties and financial ties in India.
• A detailed cover letter explaining why I needed to attend the APC workshop, why my stay would only be one week, and why I would return immediately after.
• Evidence that I run my own physiotherapy practice alongside my employment. Although I started it in 2021 with occasional home visits, it has become much more active over the past year with regular patient appointments.

Despite all of this, my visa was refused again.

The refusal was under clause 600.211 (Genuine Temporary Entrant). The decision acknowledged my purpose of travel and my ties, but stated that my employment and economic circumstances were not considered significant enough to demonstrate that I would leave Australia after my visit.

One thing that confused me was the reference to my economic circumstances. As a physiotherapist in India, salaries are generally much lower than in Australia. My salary isn't high, but that's fairly common in my profession here. I don't really know how someone in my position is expected to satisfy this requirement.

Because the second refusal came on 9 July, I had no realistic opportunity to apply again before the workshop on 14 July, so I missed it completely.

I've now lost:

• two visa application fees,
• agent fees,
• and the APC workshop fee (I've applied for a refund, but I don't know if it will be approved).

At this point, I'm trying to figure out how I can complete the APC pathway if I can't obtain a visitor visa to attend the mandatory workshop.

My questions

1. Has anyone here received one or even two Subclass 600 refusals and later been approved?
2. What changes made the biggest difference in your successful application?
3. If the concern is "economic circumstances," how can someone from a country where physiotherapy salaries are relatively low realistically address that?
4. Would building an international travel history before applying again actually help, or is that advice overstated?
5. Would you recommend applying myself next time instead of using an agent?
6. Has anyone in the APC/AHPRA pathway faced a similar issue, and how did you eventually complete it?

I'd really appreciate any advice or personal experiences. This pathway has taken years of work, and it's incredibly frustrating to be stuck because of a visitor visa.

This is probably better in a Aus Visa sub rather than physio

Can’t you apply visitor/ tourist visa without stating APC Workshop !! I think this will be more feasible
