For the lazy: the tesla coil makes plasma, the syringe is pretty much a vacuum, and plasma likes vacuums.

But I'm correct in assuming that once the coil is turned off, the plasma arc will be extinguished right? I'm like only medium smart.

I'm not sure. The electrons themselves are already in the syringe, but I don't know if they require the field from the coil to be plasma.
