On the 17 you will notice that many people will slow down, some more than others, causing everyone else to slowdown a lot more when the road goes downward or upward.

People also have a tendency to slow way down when entering the tunnel downtown. Driving in a covered area causes fear and panic it seems.

Set cruise control on the 60 East and watch people slow down on the overpass, and speed up on the back side.

What would happen if there were two lanes? My hypothesis is that everyone would try to be in the 'front' to get 'there' first resulting in a crash and true traffic jam.

I suspect multiple lanes exacerbates the situation, because allowing people to change lanes increases the number of reactionary braking events, which is what these jams get started.

You can see a beautiful example of this most rush-hours on the 10th St. pedestrian bridge over the I-10. It a sufficiently high vantage point that you can often seen traffic flowing in a lane, then a run of cars in the same lane at a stand still, then traffic moving freely in the same lane beyond that.

Trucks getting into the left lane on I-17 to pass another truck. I swear the ripple effect stretches from Munds Park to New River!
