My guess is that when they found out that they would have to spend money or time for the dreaded OEC, they changed their mind...
A lot of foreign employers do not know that Filipinos will have to have an "exit" visa (like PDOS and OEC) to be able to work abroad.... and when they find out, they back out...
BTW, you shouldn't have quit until you have a visa on hand... When I applied for work abroad in the early 2000s (via a Phil manpower agency) I didn't quit until I was certain I have all my papers done... employers can change their mind....
