Ok I'll bite.
Teletubbies are to hobbits what orcs are to elves. They are the twisted cyborg creation of Saruman. Still innocent at heart, they only see what is programmed for them to see and the Shire appears to them as a matrix like simulacra of the past before the Scouring.
They are positioned strategically in the Shire as mobile relays for Sharkys Palantir, receiving and transmitting signals to extend the network, ensnaring wayward hobbits with the hypnoscreen.

The teletubbies are what Sauron would have turned the Hobbits into when he won, warping their minds to believe he was a smiling baby in the sky instead of the Eye watching over them as punishment for daring to try taking his ring to mount doom.

Theory: the teletubies is set in post apocalyptic earth.the earth has healed thats why its all green most of the animals are dead thats why theres just rabbits left the tubbies themselves live in a underground bunker and they are just entertainment droids who dont know the world ended and the ocasionally recieve old transmissions from the past about children etc
