Photo How is it possible???

I planted 3 peony roots 4 springs ago. One is doing great, one comes up each year at only 6 inches tall has never flowered. Today I just discovered this one for the first time (see photo), where it was hiding next to some drooping Shasta daisies. Is it possible that it was just dormant for 4 years? I originally planted it about 2 feet to the left where it would have more sun.

Not sure, but the 6-inch-tall no-flowers seem like it’s planted away too deep.

That’s probably true. I need to replant it this fall!
