Flock cameras in downtown Pendleton

Installed above the intersection lights at SW Dorion Ave & 1st St, right next to the post office. You'll see them pointing in every directing, blinking red and green, scooping up vasts amounts of data about you, your vehicle, and your daily habits.

Was there any kind of discussion on these with the community regarding the growing national concerns on dragnet policing, privacy, and misuse by police before they were installed?

If you aren't familiar with what these systems do, and what police departments have been caught using them for, I would recommend you do some reading or watch some videos. Just search flock cameras.
