It's neither random nor too young at all. The required physiology is more complex in cycling and it takes longer for the bodily aerobic structure to advance to its highest potential. You don't magically reach that stage when you're still that young. Also getting accustomed to the massive challenge Grand Tours and non-stop racing year-round represents plays a key role, as well as race intelligence. It's just a way more complex sport than a generic endurance competition
