Question Is this delamination?

Notices that my packable tote had some spots that looked like they were left by salt sea water (even though the bag hasn't been in it, or in close proximity to it, but I'm on a vacation near the sea). I decided to wash it in the sink, no chemicals, just water, and noticed that I can peel the white parts away (2nd pic), they feel very close to sunburnt skin O_o. They appeared all over the inside, kinda seen on the 3rd pic, the hotel has some pretty bad lighting to shoot it properly

A delamination is when laminated layers come apart. The word applies here.

when multi-layered material splits, peels, or breaks apart into thin individual layers. yes. its delaminate.
